Policing Legitimacy: International Terrorism, Illegal Immigration, and Cyber Crime

On October 8, 2012 the Center on Law and Security welcomed former Commissioner of the Metropolitan Police of the United Kingdom, Lord Ian Blair for a discussion on “Policing Legitimacy: International Terrorism, Illegal Immigration, and Cyber Crime.” Lord Blair discussed the ways that new threats and challenges, including stop and frisk programs, counterterrorism, cyber-crime, illegal immigration and mass demonstrations, are putting pressure on police forces in major cities around the world.

Ian Blair served as the 24th Commissioner of the Metropolitan Police from 2005 until the end of 2008. He was a police officer for more than 34 years and held a number of senior positions, including Chief Constable of Surrey Police from 1998 to 2000 and the Deputy Commissioner of the Met from 2000 to 2005. Since retiring in December 2008, he has become a faculty member in the schools of criminology at both Oxford and Cambridge Universities, and is the co-director of an ongoing program of training for senior police officers in India.
