About the Event:
The conversation will focus on how to react when states fragment, and the United States and the international community do not have a governmental counterpart to deal with in order to address questions of politics, strategy, or humanitarian affairs. This trend can be seen most clearly in Syria and Yemen (and Libya), but we may face a version of this problem in the not too distant future in Afghanistan and elsewhere as well.
