Combatants and the Commander-in-Chief

Mary Ellen O’Connell is the Robert and Marion Short Chair in Law at the University of Notre Dame Law School. She taught for the Department of Defense as an associate professor at the George C. Marshall European Center for Security Studies in Garmisch Partenkirchen, Germany and as a visiting professor at the Bologna Center of the Paul H. Nitze School of Advanced International Studies, Johns Hopkins University. She is the author/editor of six books.
