CDR Michael Adams, Deputy Legal Counsel of the Office of the Chairman of the Joint Chiefs of Staff, joined the Center on Law and Security for a morning discussion on March 6th.

CDR Adams discussed “Jus extra bello,” the evolving legal and other rules that govern when states can use force, particularly against terrorist groups, outside of zones of active hostility.  This issue will become particularly important as the U.S. winds down its presence in Afghanistan later this year, and as al-Qaida affiliated groups outside of South Asia continue to grow in strength.
