The Center on Law and Security hosted a discussion with Yoram Dinstein, professor emeritus of law at Tel Aviv University, on Wednesday, February 6, 2013.  Professor Dinstein is a renowned expert on armed conflict and discussed some of the pressures on the Laws of Armed Conflict caused by the predominance of asymmetric warfare in the last two decades.  Dinstein noted that all parties to armed conflicts, whether or not they are states, are bound by the same sets of rules, and that an important source of asymmetry in today’s threat environment pertains to variable levels of adherence to the Laws of Armed Conflict.
